Chapter 5
This chapter treats three major topics in regard to the engagement of parents of English Learners in their children’s education. The first part of the chapter addresses parent participation in governance at the school through the English Learner Advisory Committee (ELAC) and at the district level through the District English Learner Advisory Committee (DELAC). This is followed by descriptions of the Parental Exception Waiver process, including how the schools will ensure that parents are adequately informed about initial and annual waivers, including appeal rights, and how student placement is accomplished.
This part of the chapter builds on the information on program options and waivers in Chapter 1. The final section of the chapter presents a description of activities designed to help parents support their child’s school success and advocate for their children in the schools and community.
